Ian Bicko, Executive Director
Ian eagerly steps into the Executive Director role at Project Lazarus with over six years of experience in the nonprofit sector. He has served multiple missions in long-term disaster recovery, refugee resettlement and youth mentorship. For the past two years Ian has been a passionate advocate with the Bounce to Zero campaign, aiming to reduce HIV stigma in New Orleans and the surrounding area.
Ian is a semi pro Beach Volleyball athlete, having most recently qualified for the AVP Virginia Beach Open in August 2024. Additionally, Ian enjoys building cohesive teams and has seen success as a coach with both the Spring Hill College Beach Volleyball program and the Men’s Volleyball program at Lincoln Memorial University.

Syd Goodman, Operations Director
Syd joined Project Lazarus in after working in the nonprofit world in Texas, California and Wisconsin. With over 15 years experience, they have a long history supporting and advocating for disenfranchised populations and is an active member of the LGBTQIA+ community.
Their responsibilities include all financial, technology and operational support for Project Lazarus’ programs as well compliance and reporting for our federal and state grants. Outside of work, Syd is an active cyclist, an animal lover and enjoys traveling the world.

Chantel Hunter, PLPC, Clinical Director
As the Clinical Director at Project Lazarus, Chantel oversees our clinical programs and supervises our clinical team of 8 Case Managers and Direct Support Professionals. She specializes in medical case management, health education, and housing case management. She brings more than 18 years of experience as a client advocate and mental health professional. Chantel is passionate about creating a holistic, motivating program at Project Lazarus that uses accountability, support, and compassion to help participants meet their goals.

Fatima Makama, Case Manager
Fatima Makama holds a B.S. in Public Health with minors in English and Biological Sciences from the University at Buffalo. During her time as an undergraduate student, she worked within both clinical and nonprofit settings with a focus on immigrant health, reproductive justice, and community advocacy. She is passionate about addressing barriers in access to care within under-resourced communities. Outside of work, Fatima is an avid reader and yoga enthusiast.

Hope Davis, Case Manager and Resident Care Coordinator
The Resident Care Coordinator is responsible for the day-to-day activities involving all aspects of personal care of our residents, including medication management and housing case management. Ms. Hope also supervises and trains our Direct Support Personnel, works with our nutritionist to develop weekly menus, and ensures that our residential facilities are in working order.

Carol Oliver, Facilities Manager
The Facilities Manager manages and maintains Project Lazarus’s extensive infrastructure, ensuring that the historic buildings are maintained and kept in good repair. Carol provides basic maintenance, coordinates repairs, and, as a Master Gardener, delights in the upkeep of our beautiful grounds, gardens, ponds, and sitting areas.
